Mission Statement
The BOLT Center provides high-quality, high-access virtual adult education that bridges educational gaps for adult learners. We develop innovative workforce training solutions to prepare students for High School Equivalency (HSE) exams, delivering tech-driven, anytime/anywhere learning solutions that support successful transitions to post-secondary education and the workforce.

Our Executive-Practitioner Team
Adam Duggan, Ed.D
President & CEO (Co-Founder)Dr. Duggan serves as President & Chief Executive Officer of the BOLT Center. Dr. Duggan has served as the Executive Director of the MassLINKS Adult Education Online Academy and has sixteen years of experience in progressive leadership positions across Higher Education and Workforce Development. Dr. Duggan brings extensive experience in Higher Education across enrollment services, student success, and Adult Education and Workforce Training programming supporting the basic academic and occupational training needs of students and communities. His experience as a Community College Vice President brought together services ranging from free Adult Education, ESOL, Workforce Training, Prison Education, Corporate Training, and Community Education programs and included founding and scaling the MassLINKS Adult Education Online Academy - growing it from inception to the largest statewide virtual Public Adult Education program in Massachusetts. Dr. Duggan earned his Masters Degree in Higher Education Administration from Boston College and his Doctorate in Higher Education Administration from Northeastern University.
Amanda Clark
Chief Enrollment & Technology Officer (Co-Founder)
Ms. Clark brings extensive experience across diverse educational roles throughout her twenty years of experience. Ms. Clark has served as a k-12 classroom teacher, Adult Education Instructor, administrator, and educational leader. Ms. Clark has taught within diverse districts across multiple state and regional geographic locations as well as serving as the first full-time STEM Instructor hired at the MassLINKS Adult Education Online Academy. Ms. Clark brings expertise in systems development having architected, scaled, and sustained the fully virtual enrollment systems at MassLINKS serving over 2,000 students each year within the highly regulated Public Adult Education System. Ms Clark’s work has expanded access to educational services for thousands of individuals across the Commonwealth of Massachusetts. Her unique combination of student skills, technical skills, and systems vision has developed, scaled, and sustained never-before seen remote systems for access, enrollment, and ongoing support for adult students facing barriers to participating in fully virtual academic programming.
